You need compiz, emerald and emerald-theme-manager.
Use your distro's package manager to install them.
Then, download the theme and open the theme file using emerald-theme-manager. You need the window decoration plugin enabled in compizconfig-settings-manager (CCSM). Also, check if Move, Put, Resize are enabled. Here's the wallpaper:
