There is no desktop.theme file. I can't install a theme without it. I would have to create the file, but I just haven't gotten to creating those files.

I apologize that a made a newbie mistake and blamed the author. Apparently, desktop.theme files are not required. You have to close Tweak Tool and reopen it. You may even have to do this twice. Additionally, you may have to re-enable Use Themes in extension even if you have already. For some reason mine was turned off. I'll leave the above stupid comment, so others may learn from my ignorance.
