I'd really recommend publishing only the icons that you altered, e.g. Power Manager and CPU freq. applet. Still you'd have to mark that you altered existing artwork and publish it under the proper license. All the other icons are just put together from other themes and as such not to be published by you.
...I don't see in which way this really is a mod and in which way the icons are candy on cake. It's just Cobble with a blue menubar and Tango icons mingled with parts of jimmacs Gnome refresh.
but you have to ask him before doing and release a mod, please do it and until he gives you the permission you can't release it..

Because the icons highlight the theme, the color scheme fits perfectly with the icons.

Of course. You'd still have to publish them under the right license and as altered work of others.

Hmm yes i agree it is a mod of his work, and the icons are the cherry on the cake so wait for them and it will be better :D
