It uses gtk2-engines-pixbuf (pixmap)
The theme is based on Overglossed by TheRob http://gnome-look.org/content/show.php/Overglossed?content=74813 and Aero by Marcus Petzoldt ,m.petzoldt@gmx.de, at freshmeat.net.
No icon theme inside. I use LaGaDesk-BlackWhite-II by LaGaDesk http://gnome-look.org/content/show.php/LaGaDesk-BlackWhite+(two+versions)?content=109452
Metacity inside: Based on R-Line by masz http://gnome-look.org/content/show.php/R-Line?content=98532Last changelog:

...indeed. I use to use the similar Blue glow theme, but yours has even better appearence as far as panels, menu appearence and blue stripe...

Very bad remake of Aero/Aero-ion.
