well i think you "draft" could be cool.
i said draft because you can change some things such as add a window png border in order to cancel the thin border between the "file, edit.ecc" menu, and the window border itself ;)

ps to the bad votes: give a feedback...it's easy to say a theme suks; more difficult is to say why..uh? if you say what is wrong, he can modify it.. ;)
The answer to your questions is: because they are stupid monolithic little nerds. :) I had a lot of trouble finding the colors I wanted in a theme when I was too lazy to edit them myself or create one, I waded through a million themes that all looked the same. Gnome has a color switcher now, it would be awesome if Xfce got one too.
