Sorry about posting multiple messages... my browser got mad for a moment.
The panel backgrounds may show up incorrectly if your gnome settings are not "ubuntu defaults". For example I migrated from Debian squeeze back to Ubuntu just moments ago and noticed that I got many small pictures in panel instead of correct background image. When I reseted my desktop settings back to ubuntu defaults everything was fine again. (I deleted .gconf and .gconfd and .gnome2) Use this at your own risk hope it helps someone.
