Description:
This is an enhanced clone of the Informative window switcher that comes with KDE.

It adds a thumbnail of the window that will be selected if you release Alt+Tab.

Tasks can be selected by hovering over them with the mouse.

Can you provide a Debian package for Ubuntu (12.10) 64-bit, or alternatively, can you provide instructions on how to install this?

In KDE 4.9.3 it's available via the Get Hot New Stuff mechanism (find the Task Switcher in Desktop settings and press on the star icon). Otherwise, I don't really know, sorry :)
