I haven't tried this on IceWM yet, but I'm curious if this will be ported to Kwin at all?

You can use icewm themes in kde. In "Window Decorations" select IceWM and read the information bellow the listbox. I'm not sure if it's exactly those words used, as I'm not in kde right now.
