1) tar -xvf ~/Downloads/matrix.splashscreen.tar.gz && plasmapkg2 -t lookandfeel -i matrix.splashscreen
2) System Settings >>> Workspace Theme >>> Splash Screen

Screenshot would be nice. But likely Matrix isnt MIT License though (unless you drew the artwork yourself or is CC licensed itself).
I kinda can't edit anything for some reason (You have no authorisation for this page.) I've uploaded a screenshot, but can't see it too...
