Can't you combine it with whatever it is supposed to be mixed with to make it a full icon set on its own?

papiros funge as a support, in advance the pack works as a complete one, however there will always be missing apps, not one of any icon theme that contains all the apps.

Now, papiros in the same package is detrimental to the end user, since he will not have access to the constant updates of papiros

If what you say is true, then the vast majority of products fall into this category, because everyone really needs the support of a more complete icon theme.

I also quote the text of the opendesktop page itself:
If it contains only a single icon or a small set of icons, please use the Individual Icons/-sets category instead.

and my product really has a lot of icons
