My favorite Windows XP theme is one that was sadly dropped when Windows XP left beta: the Watercolor theme. It was a like a more polished, slightly fancier Windows Classic, with a nifty grid doodad in the titlebar.
10Very cool. I don't like the Windows look, but the blue color makes the plasma theme look unique. We need more themes like this one, that aren't flat!
Global Themes in Plasma are Meta- or Super-Themes, capable of changing multiple aspects of the desktop environment at once, like Window Decoration, Plasma Theme, Color Scheme, Icon Theme etc. In addition, one can define the complete Layout, like what panel to use where, the menu type used and much more.

Thanks for the upvote. Flat themes bore me. There's only so many ways to color a rectangle ;)
You might try something more off the beaten path, like AmigaOS: https://www.amigaos.net :-)
KDE 2 looked a bit like that. That style really works because of the icons so not sure how successful a port to Plasma would be. Oxygen icons perhaps?
