If you're using GNOME 3/4 or kWathever, make yourself a favour, and let it be for good.
Gnome 3/4 won't be happy at all with 48 Px or less icon size, and I'll never make even a symlink for kSomething ...
Also, worth to know, this isn't really a 'full icon-theme', but a '(very) limited full icon-theme' ... and so, it may, or it may not work for your use case.
So, why this icon-theme at all?
Long story short ... Recently I found ice_ux theme for IceWM, very well-written, with only some few, small (and debatable) issues. However, there was no icon-theme to accompany it, or maybe better said, there was accompanying icon-theme, based on an almost two decades old 'artistic crime', a wannabe icon-set, which, in fact, was only a collection of bad made CDE-like looking icons. Why such harsh wording? Simply because there are some rules that have to be respected when handling ancient pixelated icon-sets, and the rule Nr. 1 is: NEVER, NEVER, NEVER use Gimp or whatever to resize a pixel-icon, as all you'll get is 'junkicon' -- a bunch of interpolation artifacts, pretending to be an icon, which will completely destroy the fragile pixelated look. CDE was very probably one of the worst GUI ever made, along with Motif and TWM, ugly and user hostile, however, that ugliness had also some unique charm and made me nostalgic. With other words, I tried to recreate 'the proper ugliness of yore'. CDE wasn't anything anybody would ever want to use, but the people who created the original artwork, were masters of their métier -- just imagine 'drawing' (== creating) Leonardo's Mona Lisa on only 16 x 16 pixels -- so that one can instantly say, 'it's Mona Lisa'. Also bear in mind, CDE was never meant to be a 'Desktop GUI' -- it was made with server admins in mind.
One way or the other, I hope, you might like what come out of my try to make a 'proper' CDE icon-set for XFCE, IceWM and partially also for LXDE desktop.
I tried to use only the original CDE icons as long as possible, and to add only as little as possible of re-created icons, made by combining the existing icons, or by 'recycling' some of the existing icons for other purposes (like for navigation buttons), or, if absolutely necessary, inventing some new ones. In most cases, I didn't even correct the padding and centering of the icons. The originals were almost always without padding, and in almost all cases, left-aligned, but at other times again, right. Go figure ...
The main issue with creating the 'full icon-set' is that CDE basically almost didn't have any icons -- a couple of category icons, plus two dozen of some ancient mime-types, in two or three sizes, but not even always in all, and that was it. No buttons, no arrows, no nothing what an icon-set needs indeed ... and no 'modern' WM will properly function without navigation-arrows. Some applications won't even start, like Exaile, for example.
I found some icons with hexagons, squares and triangles, which I used to create 'my' buttons -- kinda, not-original, original-look-like's ... just for the sake of 'make it don't break'.
At the end, I hope you'll enjoy it despite being unfinished (will never be, as it would be a 'lifelong project', redrawing icons pixel-by-pixel and one-by-one) and looking imperfect (which was THE exact point) ...

Looks great, thnx! I can use them in my cde/motif theme if you will allow it . The gtk style in your screen shot looks very farmiliar :) Funny that xfce started out as a cde clone, and now we are making cde themes for xfce ...
