Download the theme and extract it where ever you want. Go to system-preferences-appearance. Open where you extracted the theme to, and drag the theme into appearances. It will come up with a message. Click customize and go to pointer and click on the mouse theme. Log in and log out.

I use Mandriva, but something like this, you should look Settings > Mouse Option and the button for install new mouse theme.

on my system i go to, System/Preferences/Mouse. and i dont see anything about Install

Sorry make so, System > Preferences > Install Theme and chose a new mouse theme for install. and for change a mouse, System > Preferences > Appearance > Select the Theme tab > Click Customise > Select the Pointer tab.
