It's impossible fixed because for all panel icons used Type=Fixed. It's need for pixel align. Pixel align - it's our HIG.
Mostly popular DE's use only 16px/22px/24px icons for tray - this sizes available on Papirus.
But you can change Type=Fixed to Type=Scalable on index.theme and check this. I can't doing this, because it's broken compability with other DE's.

Also maybe it's XFCE bug (because battery icon increased, but this icon contained on panel folder and volume and NM too), try it with Elementary-XFCE icon theme - Mar 17 2018

I don't understand what you mean "looks like hex colors?"

I'm not Numix developer and not provide this Icon theme on Opendesktop.
Also, i'm not found Numix Circle on Opendesktop
And Numix Circle it's part Numix icons and not found here too.
Install themes by manual - from Numix repos or GitHub.

Plasma Theme and ColorSchemes updated on store.kde.org. for Look and Feel
Please delete all L&F configs (because on my system installed metadata-dependencies and l&f not removed correctly) and install again from KDE plugin browser.
Or use scripts for remove from github page.

By default installed only Arc Dark plasma theme, Arc Color (with support KDE Color Scheme not available on L&F) - it's impossible, because multiply plasma themes not supported and not correctly installed from KDE plugin browser - Feb 17 2017

- plasma theme
- Papirus icon themes
- colors schemes

I'm recommend install ALL themes (konsole colors, yakuake skins, kvantum skins and etc etc) from GitHub. or AUR/PPA and please use Kvantum engine for better looking (install kvantum and run kvantummananger).
